John Mccarthy, PE

Principal and Co-founder

Mr. McCarthy is Principal and Co-founder of Q3 Consulting, a small business organization focusing on stormwater management.  He has over 30 years of experience in the field and is passionate about his work in helping to address complex stormwater issues.  John was a member of the State of California’s Alluvial Fan Task Force,and has been involved with ASCE in the development of the Infrastructure report cards on both a local and state level. 

His experienced is focused in the planning, design, and construction of flood management and drainage projects for public works and private sector projects. His experience is concentrated in the field of stormwater management, including hydrology and hydraulic studies, floodplain analysis, drainage master plans, runoff management programs, stream and ecosystem restoration, and construction document preparation for channels, levees, and dams.

He has prepared plans, specifications, and estimates (PS&E) for public and private sector clients, including the California Department of Transportation, U.S. Army Corps of Engineers, Counties of Riverside, Orange, Ventura, and various cities and private sector clients throughout California. Mr. McCarthy specializes in the development of complex flood control and runoff management solutions for both public and private sector projects.
